Expert praises Kyari for his NNPCL changes
Dr. Kailani Muhammed, an authority in the oil and gas sector, has expressed admiration for the efforts of Malam Mele Kyari, the Group Chief Executive Officer (GCEO) of the Nigerian National Petroleum Company Limited (NNPCL), in implementing constructive reforms aimed at rejuvenating the organization.

In a statement issued on Sunday in Abuja, Muhammed, an engineer and former employee of the Nigerian National Petroleum Corporation (NNPC) in Kaduna State, expressed his commendation. The author observed that Kyari has made significant advancements, good contributions, and demonstrated concentrated leadership in the oil and gas industry during the past four years, which have been noteworthy.

The Chief Executive Officer of the oil and gas business has implemented constructive measures to rejuvenate the sector since assuming the position around four years ago.

Despite the multitude of obstacles afflicting the industry, Kyari has successfully elevated crude oil output to a commendable magnitude of 1.7 million barrels per day (bpd) encompassing both crude oil and condensate, as of September 2023.

The speaker stated that, based on the recently published data for the fourth quarter of 2022, Nigeria has reclaimed its status as the foremost producer of crude oil in Africa. This surpasses the production levels of Algeria, which stood at 1.021 million barrels per day, and Angola, which reached 1.088 million barrels per day in November 2022.

Muhameed observed that Kyari was able to accomplish this achievement despite the prevailing challenges of oil theft and pipeline vandalism that have significantly impacted Nigeria's oil industry in recent weeks. According to the individual, the Nigerian National Petroleum Corporation Limited (NNPCL) under Kyari implemented a strategy inspired by Saudi Aramco, which involved the utilization of video surveillance systems to monitor the transportation of crude oil from wells to flow stations in the Niger Delta area.

According to the speaker, the NNPCL, in partnership with security agencies, has established a Control Centre to facilitate the monitoring and supervision of the oil and gas assets located in the Niger Delta region.

As to his statement, the surveillance system, referred to as the Central Coordination, Data Integration and Activation Control Room, similar to that of Saudi Aramco, employs video visibility to oversee the pipeline networks in Nigeria's Niger Delta region, which accounts for over 90% of the nation's crude oil exploration.

The Data Control Centre enables the NNPC to effectively observe and track the movements of vessels within Nigeria's territorial waters in real-time.

The facility enables officials of the NNPCL, in collaboration with operatives of the Nigerian Navy and other security authorities, to promptly ascertain the legal compliance of vessels operating within Nigeria's coastal waters.

According to the speaker, under his leadership, the NNPCL has not only taken action against crude oil thieves and illicit refineries, but has also made efforts to broaden the scope of crude oil production.

One of the notable achievements during Kyari's tenure at NNPCL, as highlighted by Muhammed, was the initiation of the Kolmani Integrated Development Project in Bauchi State in November 2022.

According to his statement, this event signified the initial endeavor to commercially harness oil resources in the Northern region of Nigeria.

These blocks span over Bauchi and Gombe States. The Kolmani Oil Field, associated with these blocks, is regarded as a significant undertaking. It is anticipated to possess a crude oil reserve of around one billion barrels.

The implementation of this project would facilitate the transportation of a significant volume of natural gas, specifically two billion standard cubic feet per day, to power plants located in Abuja, Kaduna, Kano, as well as numerous gas-based industries. As a result, this initiative will contribute to the enhancement of the nation's socio-economic development.

The execution of the Petroleum Industry Act has resulted in the transformation of the Nigerian National Petroleum Corporation (NNPC) into NNPC Limited, a business regulated by the Companies and Allied Matters Act (CAMA). This transition has established a robust governance framework for the National Oil Conglomerate, ensuring that it is not susceptible to manipulation.

NNPC Limited presently adheres rigorously to three guiding concepts, including profitability, energy transition, and sustainability, in order to ensure its continued existence.

Kyari has consistently demonstrated a tight adherence to this pattern, showcasing a profound commitment to innovation and upholding the highest levels of transparency and worldwide best practices in all of its operations, including the contracting process.

Currently, contracts are being given through a meticulous assessment process that adheres to industry standards.

"In order to uphold the principles of Due Process, the NNPCL has implemented a selection process that adheres to competitive tendering, guided by the standards set by the Bureau of Public Procurement (BPP), leveraging the expertise of the Infrastructure Concession Regulatory Commission, and with the active participation of a Transaction Advisor," he further stated.

Muhammad concurred with the notion that the National Oil Company (NNPCL) and its top management, under the leadership of Kyari, had been subjected to criticism and condemnation by unidentified entities and individuals. The objective of these actions is to tarnish the reputation of the National Oil Company and its executive leadership.
