The Highway Development Management Initiative (HDMI) is a program that facilitates the involvement of states and private investors in collaboration with the Federal Government.
This initiative offers two options: the first involves the transfer of a fully constructed road to be tolled and maintained in partnership with the Federal Government, while the second option entails the reconstruction and tolling of a new road according to established agreements.
